Best T3 which is not a Tengu is still the Tengu tbh. It is simply the best. Legion would be imo a close second for WH's or a "live in delve forever milking belts" T3.

BTW freelancer, new characters start with 50k SP, nothing more than level 4 in any one category and none of them start with any drone SP or social SP. Even with 2x training bonus it takes a MINIMUM of 1 month to get to anything resembling a level ...
